EDIT: I finished this, so no more advice needed. Thanks much to all those who took the time to do so!

I need some advice on this, and opinions.

(1) I can't decide whether or not to put legs on this dragon. Not having them means less time (and I'm on a serious time crunch) but it looks sort of unfinished without them...

(2) That negative space in the lower left... I'm tempted to readust the dragon's tail to hang down into that space... or should I leave it as empty space (it will be filled by distant clouds).

(3) Does that wave pattern work? I'm trying out something different for me. (I haven't put in all the waves obviously.) I can't decide whether to add to the stroke density or leave it basically as is....

(4) Suggestions on the dragon's body pose. I can't seem to get this one right.

First let me say congratulations, no matter what you say it's coming along really well. I'll try and help, but bear in mind that i'm notexactly the worlds best artist and it probably wont be right anyway!

1) I would try and put them in, after all you can just complete it over a longer period of time... Or if it has to be done by a certain date, you could sacrifice other stuff like background cloud detail. But a dragon without legs is viable isn't it? Aren't they known as 'Wyrms'?

2) If my eyesight is correct, i think I can see another ship in that space, on the horizon. If thats the case, then wouldn't it provide a point of focus, so it doesn't look as empty? It's just that I think the dragons tail is good as it is, because it curles off upwards and back, forcing it into the background. That might be better than it just hanging down in the space, which might bring it forward.

3) Yes I think it does. Simple as that!

4) I dont know if this will work... But I think the left hand wing should be raised, and the right hand one lowered. I think that might sit better with the direction of the head, and make it look more like it's sweeping into the path of the ship.

Hope this has helped, and I'm sure it will be brilliant no matter what you do!
